Ms. Rangel is an accomplished International Business Executive with broad based expertise in analyzing, developing negotiating and implementing short and long-term corporate investment strategies and acquisitions throughout the Latin American and Caribbean communities. A former Chief of Staff & Minister of the Secretariat during the Presidency of Carlos Andrés Pérez (Venezuela), Ms. Rangel maintains strong government and business contacts throughout the region.

Cisneros Group of Companies -- October 2000 to October 2004 Senior Advisor to the Chairman
· Provide substantive support to the Chairman and CEO and to the President of the Cisneros Group of Companies on corporate relations policies and strategies. The Cisneros Group of Companies is a private, pan Ibero-American Internet centric multimedia platform with revenues in excess of $4 billion and holdings in Europe, Latin America and the United States.
· Engage in quarterly project analysis for the President
· Produce quarterly reports on the economic and political trends shaping the Ibero American market
· Oversee development in the US Hispanic market
· Provide substantive support to the President of Venevision International with respect to entry strategies to the growing film and theatre US Hispanic market.
· Oversee and provide substantive and operational support to the education initiatives of the Cisneros Group of Companies/Fundacion Cisneros

Project Freedom: February –August 2000
Interim President
· Telecommunications company planning to launch a facility based marketing strategy targeting small to medium sized businesses owned or led by Latinos. Ms. Rangel was responsible for organizing the Management Team and for recruiting the Board of Directors and the Board of Advisors. She also designed an Internet strategy and outlined a plan to roll out affinity campaigns to partner with the Latino Community.

CISNEROS GROUP OF COMPANIES - 1993 – January 2000
Senior Vice‑President of Corporate Strategies

· Recruited by senior management to play primary role in providing support and consultation to the Chairman and CEO in a major corporate-wide restructuring. Developed key components of the company’s long-term strategic plan; oversaw the divestiture of several companies in the consumer products industry and created a strategic planning unit within the Cisneros conglomerate which assessed investment opportunities and developed business plans for the creation of new ventures. Created a pan-Latin American strategy to create a web of alliances in media services; prepared in-depth analyses on investment opportunities; and represented the Chairman & CEO at conferences and seminars as panelist and speaker.

· Member of executive team responsible for increasing profits by 15% and assets by over $1 billion.

· Selected by CEO to participate in the development of Galaxy Latin America, a successful partnership with Hughes Electronics (USA), Multivision (Mexico) and TV Abril (Brazil), and a keystone of the Cisneros’ expansion program.


Other ventures of the Cisneros Group where Ms. Rangel had an active and direct contribution are:

America Online Latin America – A 50%-50% venture between the Cisneros Group of Companies and AOL. Ms Rangel headed a team of research analysts responsible for the design of the entry strategy of the venture in the main markets of Latin America, e.g., Brazil, Argentina and Mexico. The team also produced the matrix for channel development in each market and was engaged in the assessment of the definitive on-screen look for the service and led the efforts geared towards the design of a blue print for an e-commerce strategy in Latin America using music as the consumer driver.

Imagen Satelital - Collaborated in the development of the acquisition plan for the last available pay TV content production platform as a means to enter the Argentinean media market. Prepared valuation criteria/analysis and negotiated the strategy used to acquire the company in June 1997 for $110MM.

Ibero-America Media Partners - $500MM investment fund in partnership with Dallas-based Hicks, Muse, Tate and Furst. The goal of the fund is to develop the first truly integrated media conglomerate in the Ibero American region (Latin America, the U.S. Hispanic population and the Iberian Peninsula). Ms. Rangel managed the development of the strategic design for the venture, advising the Cisneros’ negotiating team and analyzing the assets to be acquired throughout Latin America.

AME - distance learning teacher-training project as complementary service to DIRECTV in Latin America. The project ended its pilot phase in July 1999 after a successful roll out in 250 schools located in seven countries of Latin America (Argentina, Colombia, Costa Rica, Ecuador, Mexico, Panama and Venezuela). The training program contemplates two hours daily of master classes broadcast into the schools directly through the DIRECTV satellite platform from the Monterrey Institute of Technology. Interactivity with the teachers based in Monterey is provided through Internet accounts and the AME web page (www.cisneros.ame.com)

Caribbean Communications Network - Identified and guided Cisneros’ early entry into the Caribbean media market through investment in the Caribbean Communications Network, a company that has received wide acclaim for its streamlined operation and successful approach to delivery of news. Since the original acquisition, the company has expanded operations into five countries within the Caribbean region and has positioned itself to become the first pan-regional television operation. Ms Rangel is the alternate board member representing Mr. Gustavo Cisneros.

Galaxy Latin America - Developed business plans, managed and coordinated a research, financial planning and partnership development team of ten professionals. Worked closely in the creation of original programming for pay television systems in Latin America and the rest of the Spanish-speaking world. Attracted world class media partners, including Playboy and the Hearst Corporation in launching three successful new pay television services, while successfully achieving 90% of the ventures established goals


AVENSA (VENEZUELAN AIRWAYS) - Caracas, Venezuela, 1984‑1990
Venezuela’s leading airline in domestic and Latin American market shares.
Member, Board of Directors
· Supported the CEO, Mr. Henry Boulton in engineering a profitability turn-around, increasing market share, reducing and containing costs and launching international services.


HOTURVENSA - Caracas, Venezuela, 1985‑1989
A holding company that owns leading vacation resorts in the Bolivar State, " Los Frailes" in Mérida and the "Canaima" Rain Forest resort.

Member, Board of Directors
· Created an investment plan for both resorts with a primary objective of increasing market share and turning both resorts into prime destinations for high‑end foreign customers. The investment plan not only met the goals, but also established the property as a major international vacation destiny and tourist attraction.

GOVERNMENT OF VENEZUELA, Caracas, Venezuela, 1972 - 1992
Advanced through increasingly responsible positions within the Venezuelan government, functioning at the highest levels of government in economic, political, international and educational research, policy development and management capacities. Amongst The most notable were

Chief of Staff - Minister of the Secretariat of the Presidency
· Planned and directed daily operations of office.
· Supported the president of Venezuela in formulating policy.
· Prepared proposals for fiscal reform that were later enacted as laws by Congress.
· Developed a national budget management system.
· Created the department of research within the presidential office.
· Represented President Perez in the Central American in the good offices entrusted to him be the Central American Heads of State ( Arias, Cerezo, Callejas Ortega and Elias) to bring to fruition the last phase of the Arias Peace Plan for the Regions. In that capacity. Ms Rangel acted on behalf of President Perez of Venezuela as the go between among the conflicting parties within nations and between nations. Ms Rangel was decorated with the highest honors by several Latin American countries in recognition to her role.

General Director
· Provided general management of the ministry with broad responsibilities encompassing budgetary, administrative and human resource management.
· Reduced payroll from 1,700 to 1,100 employees while maintaining positive union relations.

Office of Senator Carlos Andrés Perez
Advisor to former President of Venezuela Carlos Andrés Pérez.
· Developed position papers on public finance, economic integration and energy policy which served as the basis for Senate decisions pertaining to restructuring of Venezuela's public debt, revising foreign direct investment regulations in the Andean region (Venezuela, Colombia, Peru, Ecuador and Bolivia).
· Successfully re‑positioned President Perez‘ economic strategies to encourage investments by the international business and financial communities.

Advisor to the Minister of Science and Technology
· Prepared a comprehensive feasibility study on the restructuring of the international cooperation centers for science and technology in Venezuela. In 1984 a restructuring decree was issued by the Presidency.

Foreign Affairs Director
National Council for Scientific and Technological Research (CONCIT)
· Supported the ministry of planning in the preparation of the five-year plan on international scientific and technological cooperation.
· Played major role in the election of Venezuela as the policy formulating country to represent the Andean region and subsequently the Group of 77 in the UN Conference on Science and Technology for Development.

Chief of Staff - Ministry of Education
· Provided support to Minister of Education in negotiating labor contracts with 180 unions, representing over 230,000 members.

THE LATIN AMERICAN STUDIES CENTRE FOUNDATION, Caracas, Venezuela, 1982 - 1984
A Foundation created by Dr. Luis Raul Matos Azocar to undertake research studies in economic integration and political development in Latin America. Mr. Matos later became Minister of Finance.
Executive Director
· Recruited to establish the foundation, define the research plan and undertake fund-raising activities to support research projects.
· Negotiated two major grants for the Foundation, totaling US $150.000.
· Co-directed two research projects, later used as the standard to measure the impact of economic policy on scientific and technological development, including a study on "The Impact of Economic Policy Making upon Scientific and Technological Development".
